Inter-district Permits 

Background
California Education Code Section 46600 allows for the transfer of students from their district of residence to another school district for any grade from transitional kindergarten/kindergarten through grade 12 under conditions specified by the policy of the board of education. At the request of the parent, an inter-district permit may be granted for a student to transfer out of the school district of residence or into a school district of proposed enrollment.
 
Purpose
The Office of Permits and Student Transfers (OPST) is responsible for the review and processing of all inter-district permit requests, either entering or leaving the Los Angeles Unified School District (LAUSD). School site officials cannot grant, deny or revoke inter-district permits for any student, including those with disabilities.
Inter-district Permits Update
 
Future School Year (one School District to another School District)
The online inter-district permit window will open from February 2nd through April 30th. After the window closes, the application will remain open for all incoming inter-district permits and for outgoing parent employment requests only.
 
Note:
  • Students who have a valid inter-district permit to attend a specific school may continue at the same school without re-applying annually to the District of Residence or District of Attendance.
  • When the student matriculates (elementary to middle or middle to high school), or there is a change of school placement, a new permit application is required. 
 
Current School Year (one School District to another School District)
The application remains open for all incoming permit requests and outgoing requests based upon parent employment.

Incoming Inter-district Permits (Entering the LAUSD)

Students who reside outside the boundaries of the LAUSD may be granted an inter-district permit to attend a school in the LAUSD, instead of their district of residence. These types of permits are processed by the OPST and require release from the district of residence and a recommendation by the requested LAUSD school.

The incoming inter-district permit application window is open all year round, starting on February 2nd for the following school year. 
 
Families requesting an incoming inter-district permit, including students receiving Special Education services, should not check out of their current school/district of residence until final approval has been granted. LAUSD schools, at their discretion, may provisionally enroll incoming students if space is available. Enrollment is prioritized for resident LAUSD students. 

Outgoing Inter-district Permits (Leaving the LAUSD)

Students who reside within the boundaries of the LAUSD may be granted an inter-district permit to attend a school in another school district. These types of permits are processed by the OPST and requires release from the LAUSD prior to enrollment in the desired school district.
 
  • Applications must be submitted online. Paper applications will not be accepted.
  • Only one application may be submitted per student per school year. 
  • Parents may only request one school district per school year.
  • Applications are processed in the order received.
 
The outgoing inter-district permit application period opens on February 2nd and closes on April 30th for the following school year. 
 
All requests made outside of this designated application period, other than parent employment, will need to file an appeal with the LACOE.
 
Families requesting an outgoing-district permit, including students receiving Special Education services, should not check out of their current school/district of residence until final approval has been granted by the LAUSD and the requested school district. 

Inter-district Permit Appeal

Parents have the right to appeal the denial of an inter-district permit to the LAUSD if they believe that an exception to district policy is warranted or that their circumstances fall within district guidelines. 

 

  1. Parents may also appeal to the Los Angeles County Office of Education if: 
  2. The LAUSD Permit Appeals Committee denied their request

  5.  
  6. The request for an outgoing permit is made outside of the designated application period of February 1st – April 30th. 

 

Note: If your request was denied by another school district, you must appeal their decision. Parents must appeal to the district that denied the inter-district permit request.
